It seems to be getting later each year. We were down last November for our wedding on November 10th. We spent November 12th at the GF and they were putting the gingerbread house together and the tree was not up yet. We did MVMCP on November 11th and the park was fully decorated. DHS did not start the lights until the day after Thanksgiving last year and I heard this year it will be December 1st (not sure about that though). We went to the AK one day that week and the tree was up in front of the park and the parade had the holiday decorations on the cars. Epcot does not start the Holiday Storytellers, the Candlelight Procession and the Lights of Winter until the day after Thanksgiving.
I believe the taping of the Christmas Parade will be the first weekend of December and I have heard the park is crazy on that day. Not sure when Pop Warner goes down but I think that might be the first week of December. I think the second week of December would be a good bet but check when Pop Warner is going to be there.
CHristmas decor is in phases of going up from early Nov till Thanksgiving when they are completed. The only thing mostly ready for early Nov is MK and that is because MVMCP starts early. For the best possible chance to see it all, i recommend the first 2 weeks of December
