In the past we have used a stroller for my son. We used a regular Maclaren when he was 5 and we'd hold him in the regular lines, no GAC required. At 7 we had to rent a medical stroller. We had it tagged as a "stroller as wheelchair" and got a GAC. Next trip we will have a kids size wheelchair. I believe we will not need the GAC becuase it is an obvious wheelchair. Is that still correct?

You are correct.

You don't need a GAC for an obvious wheelchair unless he has other needs that are not met having the wheelchair in line.

Strollers of any kind or kids wheelchairs with 4 small wheels could be mistaken for a stroller, so would need a GAC or a sticker that marks it as a wheelchair.
