Dot the wheelcahirs at Disney have a flip up armrest for easy transferring?
do all the rides that make you get out of electric wheelchair have a manual one there waiting for you?

Most of the attractions at WDW that say people with ECVs need to transfer are accessible for power wheelchairs. Some are even OK for smaller ECVs; it's mostly the large park rental ECVs that won't fit.
Depending on the size of your power wheelchair, you may not have to transfer at all.
The attractions that do require people to transfer to a manual wheelchair do have them available. Depending on when you get there, it is possible you might have to wait for a wheelchair to be brought back.

I don't know if you have looked at eternaldisneyfan's trip report, but she and her sister were using power wheelchairs and she wrote a really great trip report. There is a link to it in the disABILITIES FAQs thread.
