I had to read that twice because I thought you had wrote that your MOM is really bulky
Anyway when we went a couple of years ago my Mum had twisted her knee, and thanks to recommendations on these boards we rented an ECV from HERE
The guy was really helpful, answering all our emails and questions that we had before we went. He delivered it to the villa the day after we arrived, showed us how to put it together and dismantle it (which took about a minute once we had the hang of it) and gave my Mum a quick lesson in driving it It also fitted easily in the back of our hire mini van.
Price wise it was a good move as it was a lot less than hiring one daily from the parks, plus we had the advantage of having for shopping malls if she felt she needed it.
Have a look on the Disabilities board there are several that hire and will deliver to the resorts.
Never used any myself so can not recommend any companies however saw the following dropping off at the Contemporary:

We used Apple - got details from the Dis. They delivered to our villa and left it charging before we arrived and then we just left it outside day we left.
We did have a problem with the battery and got an exchange no problem - they did say they would've come and rescued us in Epcot if we'd phoned but we got home (I wish - the villa!) and called the next day.
Only slight snag was that there was no light so we bought some Walmart glo-sticks and hung them on it in the evenings to stop people walking into my mum. We did try using our light up Buzz's from the drinks but these attracted too many kids to the scooter! If you just need a manual wheelchair you shouldn't have this prob tho!
