I believe the age restriction is to ride anything ALONE......if you are under 7, you cannot ride alone. Then the height restriction is for each individual's ride safety.

That's what I thought too, but I haven't found that on the Disney website. Maybe the poster can start a thread specifically asking this question and a CM can let us know if this is still the rule for riding alone.
