In retrospect, Harry Potter and the Ministry of Magic would be a more appropriate title. However, Order of the Phoenix sounds better, IMO.

If you think about it, each book's title introduces something new to the HP-verse. We already knew the Ministry of Magic existed, so it couldn't really be used I guess. Then again, my argument could mean that the book could be Harry Potter & Dumbledore's Army, or Harry Potter & The Room of Requirement, or Harry Potter & St. Mungo's Hospital, or Harry Potter & Umbridge Taking Over Hogwarts, but not the last one.

So yeah...
