What's a filterkey?

I was holding the shift key down to long and this window said that I activated a filter key. I have it all fixed now so that that shift and caps keys work, but I wasn't sure what the filter key is.
 
It is a feature in windows that is considered an "accessability feature". Normally, when you press a key and hold it down for a brief period it will repeat that character as long as you hold down the key. FilterKeys allows you to turn this feature off so that if you linger too long on any particular key it won't automatically go into the repeat mode.
