Both are expensive but he food quality at Citywalk is better. Can't beat a cheeseburger in Paradise at Margarittaville - the best.

You don't say what type of food or place you're interested in. The quality of food isn't always better at City Walk. I LOVE Mythos in Islands of Adventure. The only restaurant at Universal that matches it in quality is Tchoup Chop in the RPR.
