When they redesigned the packaging a year or so ago Marshall's sold a bunch of the old stock for dirt cheap. Sometimes I'll find some H2O stuff on their shelves randomly.
I often wonder what happens to unused products after a guest leaves the hotel or cruise ship. Do they just top off the lotions? At what point do they also toss out the entire container?

All the hotel/cruise complimentary toiletries I've seen are packaged in such a way that topping off isn't possible.
Even if it were, it would be too time consuming to do in the fast-paced environment of hospitality turnover. Quicker, and probably cheaper, to toss open items and replace. Plus there would be health and hygiene conceerns.
