I think there are some things that need to happen when things calm down just a bit:

1. We need an investigation to see what was done right and what was done wrong - not for who to blame.
2. I think FEMA needs to be looked at for the operating procedures. From what I have heard, if it turns out to be true, they were in no way ready to handle outside assistance, and in an emergency like this, it is important not only for what those volunteers are able to do, but for the psche of America that we are helping ourselves.
3. I think that all Governors (or at the least all Governors of states with a coast that could face a hurricane) should get together and discuss the results of the investigation.
4. The Govenors should then meet with all of the Mayors/City Administrators/County Administrators who would be effected by emergency evacuations. Every emergency evacuation procedure by every city on every coast should be gone over to make sure that all of the people who wish, regardless of money, would be able to evacuate in the case of a cat 3 or higher hurricane. And that all citizens are given the ability to move to shelters if they wish.

Any other ideas? Hopefully without blaming?

Actually--next we should continue rescue and recovery---and then when they are WELL on their way---we can get to #1.

I agree. That's why I said when things calm down. I'm thinking at least 2 months or so.
