What time to call on phone/book via internet?

On the day you can call to book dinner reservations, what time can you call? Is Disney's phone number open all night? I thought you could call at 7:00AM EST?

... and I have never tried using the new online system. How has it worked for people and when can you try to book your ADRs on your first day?

I called today to make ressies for Wishes Dessert Party at 4:30 EST and had no wait time. I asked the person on the phone what was the best time to call and she said the best time with low wait time is between 11- 3 EST. But keep in mind people have said calling about 9:00 and got no ressies. Phones open at 7:00 EST and close at 10:00 EST.

By any chance do you know how online ressies work? I have read about some people getting online at 6:00 EST and making ASRs??
