What time off the ship at Cozumel?

We are trying to plan a scuba trip while in Cozumel. We would like to start as early as we can. What time can you actually get off the ship? I've looked at the Navigators and it says arrival at 9:30 and all ashore at 10:30. Does that mean you can't get off until 10:30? Lots of Disney excursions start before that time. Thanks for your help.

Does the lack of response mean nobody's gotten off the ship in Cozumel?

All ashore means the time you can get off the ship. When we have been on DCL excurtions they meet before the all ashore time ON the ship, then left the ship as a group.
