What time of day can you book excursions, etc.?

When your day rolls around to check in, what time of day can you start booking palo, excursions, etc.?

12:01amEST time. If you are in another time zone then it would be 9:01pmPST the day before, etc.

For example. My check in is actually tomorrow, Oct 16th. I am on the West Coast so I can actually start checking in tonight at 9:01PST. My friend and her family who we are meeting up with live near Toronto ON and so she can check in starting at 12:01amEST on the 16th.
