What time does Safe Passage become available?

Just curious as I am 15 days out from my sailing.

I’m awake now (3:45am) thanks to a loud “discussion” on the street a little while ago and thought I would do it - but it still gives me the “Not found. Make sure you are within 15 days of your sail date.” message.

Update: Yep! Right at 7 I was able to get on and I'm awaiting review.

I told my parents that I'll let them try and if they cannot to call me and I'll do theirs for them.
