What time does Guest Relations outside DHS open?

Sorry, I'm sure this is somewhere but I haven't found it yet.

What time does the Guest Relations window outside the gates of DHS open, in relation to park opening. (In other words, for a 9 am open day, what time will the GR window be open in the morning?)

I would say about 8:30. I needed to go to GR on our last trip to HS and it was definitely open before the park opened.
