What time do ticket windows open?

We have GAD vouchers that we need to exchange/upgrade before we enter the park. How much earlier than park opening do the guest services/ticket windows open? Can you bring the voucher to any ticket window or does it have to be a guest services window?

I've also asked about this before, and never seem to get a response. Since last vacation we already had our tickets, this is new for me as well.

I spoke to a friendly cast member today though, and she says the ticket windows open an hour before the park. On days there is a magic morning, it opens an hour before the magic morning.
