For Disney Springs it varies by the time of year, but you can find the latest hours online. As for the parks, I have found that the outlying stores close at or very shortly after the park closing. The 'on the way out' stores keep doing business while people are leaving the park. I have bought things on Main Street roughly an hour after the park closed. But none of that is a guarantee. Anything after closing time is at Disney's whim.
