what time can you start making ADR's?

Hi all,

Does anyone know what time you can start making your ADR's both phone & online?

I usually do mine online, i'm a little nervous with all the new site issues. My husband has an ipad, should I use that instead? (I don't know the name of the app, does anyone?)
