What the hell is going on with Tower of Terror...

I rope dropped this morning and 3 elevators were working and yesterday all 4 were operating. And the queue is back to to having the split when you walk out of the library, last week it was sectioned off and you could only use the left hand queue so hopefully its fully back to normal, not sure if the crazy times are due to all the people who missed out last week as no fps were available.
