A tweet is a twitter post or status update. If one of the people I follow tweet something which I find interesting and pass along to those following me, it is a re-tweet.
I tweeter. Well, not too much. I actually have people I follow on tweeter manly. But I do have a co-worker that tweeters a lot. So while I am in Disney (3/12-3/21) I will be tweetering what I am doing just to drive him crazy. So if anyone wants to follow along I am aledomom on Twitter.

It is not the same as Facebook. Facebook is more of a social networking site while Twitter is is a micro-blogging service. For lack of a better explanation it acts like a big RSS agrigator. They are complimentary services instead of alternative services.
With twitter, you set up a user and people who want to follow you do so. You also chose to follow whom ever you would like. When you send a tweet, those that follow you get the tweet. When those your follow tweet, you get their tweet.
You can also use hashtags to follow subjects instead of users.
A tweet is limited to 140 characters which is where the micro comes in.
The best corolation with facebook is with the status updates. Imagine everytime you made a status update it was sent via RSS to all of you facebook friends RSS readers (ok, technically it would be sent via SMS and recived by them via RSS).
