What stores don't accept room charges?

As mentioned in the Wilderness Lodge thread, we are getting a credit applied to our room due to the construction. I'm hoping for some more help from the amazing people on this site

I know I can charge back most restaurants and shops in Disney parks, but is there anywhere in particular you can't use a MagicBand for payment?

Do the stores in Epcot all accept room charging (for example Misosuki in Japan)? How about Ghirardelli, Boathouse or the other third party Disney Springs stores and restaurants? Can I hire a SeaRaycer from the resort marina and pay using MagicBand?

The restaurants at Swan & Dolphin do not allow you to charge back to the room.

There's going to be some stores in disney springs that also don't take it but it's not a huge list.
