What software to organize photos?

I was using PSE 3.0 to organize and tag my pictures. That was before the great hard drive crash of '08. For some reason, I now have a mental block about using the software again (I can't even open it for that matter! I just get upset.). I'm thinking of upgrading to PSE 5.0 or 6.0 anyway. Right now, I'm using Picasa to download and sort my pictures. What do you use? What do you recommend? I love PSE for editing, but is there a better choice for organizing?

Heritage Makers. It's web-based, so it's a safe place to store photos. If your computer crashes, you won't loose everything.

ACDSee looks like it is mostly for digital scrapbooking - is the program that useful for just photos? I don't do digital scrapbooking.

It's good for organizing just pictures as well. You basically add keyword tags to each image and then can search based on your tags to find things quickly.

I use the photo program that comes with Vista. Nice thing about this is that it populates back to the actual file. So if you put your folders & images on a different Vista machine, it will recognize the changes made.
