I have a family member who wants to go to WDW in Sept. and stay on property. The history is that you get DDP free in Sept. If they make their reservations do they have to cancel and do it again after the annouced free DDP?
 
Yes, though it isn't that difficult to so, as long as the free dining promotion is still available (at the hotel they're aiming for) when they call in to make the change.

Do keep in mind that the free dining promotion may have additional restrictions that they'll have to comply with (including an admission purchase requirement, so they should not buy admission beforehand).

In general, if they don't plan on using their reservation for September even if they don't get the free dining promotion, they shouldn't bother making the reservation: Having a pre-existing reservation doesn't help them at all in terms of getting the free dining promotion.
 
Thanks! So what you are saying is that if they are going to go anyway, they should only make the resort reservation? Then they could cancel and redo the reservation and include tix and DDP, right?

Guests who book through a AAA TA can pay for dining and still get a AAA discounted room rate. 2005 guests who booked prior to free dining had to change their room rate to rack rate in order to get free dining. A great savings for almost all guests. 2006 some guests were able to keep their AAA discounted room rate and get free dining. I'm not sure if that was a problem with the computer system or if Disney/AAA had a problem saying dining was free if a guest had to increase their room rate.

Disney has traditionally offered some great promotions during hurricane season. Many of us were surprised to see Disney offering free dining two years in a row. The UK free dining program doesn't guarantee that the same offer will be offered to the US market.

That's correct. And if they would go "anyway" then they should just sit tight until the promotion is annouced.
