A child can start kindergarten at the age of 3 in Ontario. As long as they turn 4 by the end of the year.
It's a 2 year program here. Is it just 1 year in Manitoba?Funny how different things are only one province away. Here, they have to be 5 by the end of December. Three seems so young to be starting formal school.

When we used to live in Massachusetts, it was December 31st (at least it was 25 years ago), Our neighbors moved to another state (New Jersey?) where it was September 1. Their little girl, born in October, had to repeat the year.
Many of the private schools here start full day pre-kindergarten programs at age 3 here. You would be surprised how well 3 year olds do in school these days. Like some one said they have 2 years to finish the program to go to grade one but by senior kindergarten they are reading sight words, and way ahead. You can legally keep them home until 4 but they will be so far behind the others that started a year sooner.
They are tiny when they are 3/4 there back packs are bigger then they are....lol
