what is up with my parakeet

he throws out his food like once a week and it gets all over the carpet and the floor of his cage.

Do you give him gravel? Mine used to scrounge at the bottom of the cage to eat the gravel on the gravel paper(they need gravel to disest their food) . I started giving him gravel in a cup-easier.

Some of mine used to do that. If you are using a cup for feedings there may be many seed shells covering the food. In that case your bird is digging for seeds underneath. Another thing, sometimes they prefer certain seeds. Mine loved oats and would dig through the cup to get to the oats. In the process, seeds went flying everywhere.
