What is Toon Town Morning Madness?

I've seen this mentioned, and searched a little, but maybe not the right places. Could someone explain what exactly it is? Is it just to get into Toon Town early, or is it access to either park early? I've seen mention of people buying tickets on eBay or giving them to others. Do you have to have a room key from a DL hotel to use them? Any info would be appreciated.

If you purchase a vacation package through Disney (and probably some other travel companies as well but not sure) one of the perks is the TT early entry. Basically TT opens later than the rest of the park. But they have the early entry where you and your family (great for little ones) can go, meet the main Disney characters and then enjoy a short show from the characters. You get a TT citizen button as well.
The TTMM starts an hour before TT officially opens which I think is an hour after park opening but not 100% sure. You would have to check the park schedule for sure.

We have been once and my DD was 2. Minnie took a liking to her and led her around TT showing her all the different funny buttons and levers there. Then when it was show time she led us to the tables and put us up front. It's definitely geared toward children. I wouldn't go if I didn't have a small child. But my DD is 3 now and we plan on going to TTMM every trip until DD decides she doesn't want to see it any more.

Thanks for that information. Sounds a bit like Little Ones Extra Magic hour that they used to have a WDW. We only were able to take advantage of that during one trip as they discontinued it. However, DS4 & DW lucked out and were able to do this:
