What is this for?

I have been going to IOA since opening and keep wondering what is the purpose of this banner that is in the trees near the JPRA splashdown area?

For whatever reason the picture is not showing up, but it is a banner approximately 3 feet by 3 feet , tan in color with the JP logo in the middle strung up in the trees.
