What is this Fantasy Package I've been reading about?

Just came back to these boards as I'm considering a trip to Orlando this summer, and thought I'd check to see if there were any good discounts to be had. I was going to stay the entire time at a Universal hotel, but might be enticed to stay at Disney for awhile if the price was right.

Is this package available to anyone, or just DC members? Where can I get prices and more information? Thanks so much!

It was available to DC members only starting yesterday but will be open to everyone starting on the 11th (although there has also been mention that it can be booked starting on the 8th)
