What is the "winter Dream " package??

I don't know if I got the name right. But I've heard about something like the FTP is now being offered this winter. Just to be grumpy...I think the FTP people really jammed up the parks for my late Aug visit which is usually less crowded. I don't want anything to mess with my Jan trip which is waaay off season. Oh well
