DVC members can trade into other timeshares/resorts through II (Interval International). When this happens, DVC reservations are available for trade to II members. All II reservations are charged a $95.00 transportation fee by DVC, that is due and payable at the time of check-in to the DVC resort.
From what I've read in previous threads, II has rules that prohibit people from renting out transfer weeks, but some people rent them out anyway. You can usually spot the II rentals because they are 1) for a full week b) the dates of the reservation can't be changed c) $95.00 transportation fee. HTH
Just wanted to add that if you rent points from a DVC member or you are a DVC member using points to stay at a DVC resort the fee doesn't apply to you. As HookdonWDW says, it is only charged to people who exchange another timeshare for a stay at DVC via II.
II now calls the $95 fee a "resort services fee," not a transportation fee. If II and DVC were completely honest, they would call it a "$95 because DVC can get away with it fee."
If I were trading into the Orlando area with my Marriott timeshare, I would gladly pay $95 extra (and a higher exchange fee to II) if I could get any on the WDW DVC resorts instead of an Orlando-area Marriott resort -- even though all of the Orlando Marriott timeshare resorts are wonderful in their own way. So, I guess they really can get away with it.

LOL! Calling it "$95-just-because-DVC-can-get-away-with-it fee" is exactly what I call it!
As for paying more .. most already do. We pay an annual II membership fee, we pay the II exchange fee and the DVC inbound guest fee. All this above, of course, our own resort's annual dues, etc.

One theory is that the $95 is to pay the costs of the II membership for the DVC member who traded his/her week out. DVC members don't need to join II in order to do trades; owners at most other resorts do.
But, "DVC can get away with it" is still accurate, too.

The other fees (maintenance fee, II membership fee and exchange fee) would be paid anyway for any exchange. And while I do not agree with the $95 fee, it's still the best exchange most will ever get if they are lucky enough to match DVC. I'd gladly pay an extra $95 fee for certain high demand resorts and times, just to get a match.
