what is the tag fairy?

i no there has been a thread on this before, but i read through it quickly and failed to understand: exactly what is the tag fairy?

The tag fairy is awesome. She leaves a little bit of pixie dust where ever she goes. She leaves a short little comment in your area under your avatar. For me she gave me an image. IT is way cool.

Kutekiley, your 'tag' is 'kutekiley on VMK NOT KuteKylie!'. If the tag fairy comes along, she colors it and puts a comment.
Adioskater has a image one, I have a normal one.

The Tag Fairy is one of the more elusive fairies (rarer and less annoying than typo fairies, rarer than the logic fairy, and more powerful that the double-post fairy) that has an amazing ability. The Tag Fairy puts comments under people names (most of the time in an eye-catching color.) Once "Tagged" by the Tag Fairy, one gains the ability to gloat and point at the colorful-ness that is underneath their name.

i think i get it. you write something interesting in your signature, then if the tag fairy likes it, she colors what you wrote and writes a comment under it. am i correct?
