What is considered infant vs toddler in the childcare?

He will be considered a toddler and there are different ratios for infants and toddlers. (I asked when we were on the Magic a few weeks ago) It was 1:4 for infants and 1:6 for toddlers. We had no problem booking her in anytime, but the CM told me that on the longer cruises there usually aren't many little ones sailing. We also sailed on the Fantasy in January 2015 and no trouble booking time. We used the nursery for dinner, mixology classes, the spa, Palo, Remy, and adult time and never once had trouble getting time.
