What is the Best Rate Program and what is AP? Just a bit confused..

How do you get these things?

Best rate program is a program for annual passholders to book their room more than 120 days in advance, immediatly put down a NON-refundable deposit and get the best rate on their room.

I have a question...
I just booked a rate for late January. Should the rate drop further, will I get the lower rate? How likely is this to happen?
