What is a "Tag Fairy"?

I have heard this phrase used many times, but I have no idea what it actually means.. Guess I am still a newbie at the DIS... lol

Any veterans want to help me out?

its the fairy who puts funny little comments under your user name, like mines shopaholic

she only does it as a suprise and doesnt do requests.
