What happens with undeclared rooms?

I was wondering what happens to those rooms, for example at BLT, that haven't been sold yet. Is there a whole area at BLT that is sitting empty and won't be used until all those units are sold as well? Or is Disney just using them for cahs reservations in the meantime?

The undeclared inventory is used for cash reservations. However, all the rooms are open and used for occupancy. They don't hold rooms back.

But, only the percentage of rooms declared can be booked for points. So, if 50% of BLT is declared in to DVC, then up to 50% of the rooms, on any given night, can be booked using points.

However, those rooms can be any of the rooms at the resort.
