Did Pop Century ever open? If not, when is it expected to open? I haven't heard anything about it lately.

It is expected to open. No confirmed date as of yet. Construction continues, it is just very slow. The entrance is being put in place now, and the buildings closest to the road frontage (not Oceola Parkway, rather Victory Blvd.) are inching their way toward completion.
Rumors abound, but the most frequent one is that March of 2003 is the potential opening date.
