What Epcot restaurants will not let older kids order kid's meals

I am taking my eleven year old back to WDW in March and am making dining reservations. We were at Via Napoli last night and i was told that no child over nine was allowed to order a kid's meal. BOG and Sci Fi were fine even with my older daughter. We wanted to try some Epcot restaurants given it will just be the two of us next trip. Is Teppan Edo restrictive as well? Any others we should avoid?
 
I would look up which restaurants are operated by outside groups, like San Angel and Via Napoli. The restaurants that are operated by third parties will be much more restrictive based on dining plan reimbursements.

The big reason you weren't allowed to order off the kid's menu at Via Napoli but were at BOG and Sci FI is because Via Napoli isn't operated by Disney.

I don't think Teppan Edo lets you order off the kids menu because it is just a smaller portion of what is on the adult menu. I've never tried though. There is one place in Epcot I tried years ago that just charged me more for the kids meal because I was an adult. I can't remember where now but I do know it was most likely in Epcot.
 
Are you on the dining plan?

Via Napoli is the most strict, and I've heard reports of the other restaurant in Italy and the ones in Mexico also being strict, but less often.
 

I've read reports (intermittent) that adults were not allowed to order from children menu at La Hacienda (so I'd guess that San Angel is also another likely candidate because both are operated by the same third party), Via Napoli and Tutto Italia (both operated by Patina Group), Marrakesh, and Tokyo Dining. In the end, at any of the TS locations it's up to the discretion of the server and the restaurant's own policies about whether an adult/Disney adult will be allowed to order from the children's menu.

(Standard note: Adults/Disney Adults will be charged the adult price regardless of what is ordered or how much is eaten at buffets (e.g., Chef Mickey), all-you-care-to-eat/family style meals (e.g., 'Ohana), dinner shows (e.g., HDDR), fixed priced meals (e.g., CRT), and dining packages (e.g., Fantasmic dining package).)
 
We will not be on the DDP next time. My. Daughter is a tad fussy and not a huge eater. The kids meals are fine for her. I guess I will be reevaluating our reservations. How can you find out which restaurants are owned? Is there a list somewhere?
 
I haven't seen a list, but off the top of my head, at Epcot I know the following are third-party owned/operated:
-Les Chefs de France and Monsieur Paul
-Tutto Italia and Via Napoli
-San Angel Inn and La Hacienda

I can't remember the status of Tokyo Dining and Teppan Edo, Nine Dragons, and Marrakesh.

Garden Grill, Coral Reef, Le Cellier, Rose & Crown, Biergarten, and Akershus are owned/operated by Disney.
 
I think Teppan Edo and Tokyo Dinining are not owned/operated by Disney. It would seem as such as when I worked there that is what we were told and were told that is the number one reason we would always be held clearing the park almost nightly for roughly 50-60 people in Tappen Edo because they didn't care about Disney's hours they would seat any late comers up to 9:30 even though we started clearing the park at 10 and would be to Japan by 10:10.
 
I thought they stopped this practice and 10+ can order from any menu if on the dining plan.
