It just means you have to apply using the VMK Contact Us tool instead of replying to their email with your new application.

Same thing happened to me when I was having the "birthday" problem. They felt they had resolved the issue and closed the ticket meaning I couldn't reply and had to start all over.

i signed up to be a CL but they never replied back. they dont like me obviously. lol
