What does this mean?

Was just checking out a few of the links on the home page and noticed this on the page about extra magic hours for resort guests:

Wristbands distributed no earlier than two hours before the park closes to the general public at the following locations:

And then it lists several different locations per park. This confused me because if I am understanding correctly the extra magic hours are for resort guest only, right? If this is yes, why does this statement say "to the general public"? Wouldn't that be anyone? It doesn't specify resort guest.

Any CM's out there care to clarify? Would be great to take advantage of this, we are staying at Westgate.

You have it right--you're just reading the sentence wrong. The part that goes together is "two hours before the park closes to the general public." Meaning, if the park closes at 9:00 to off-site guests and EMH starts at 9:00, then you can get your wristbands after 7:00. It's still only for resort guests.

Not a cast member but, it says that you can't get a wristband before 2 hours before normal closing hours. If the park is scheduled to close at 8 pm, you can't get your wrist band until after 6 pm, the the EMH happen after 8 pm. The "general public" information is an easier way of them stating the park closing hours because every day and every park has different closing hours. Any clearer?

The grammar and wording wasn't right. Rest assured, EMH is ONLY open to resort guests, and those resort guests who would like to stay may pick up their wrist bands at specified locations no earlier than 2 hours before the park closes to the general public.
