I don't see how the Parks can meaningfully operate under any form of social distancing, and I think that's going to be required on some level until we have herd immunity between vaccines and "earned" resistance via illness. I don't know why anyone would travel to WDW with the parks closed and stay in a Disney hotel with cash vs. going somewhere else.
So, if something opens "first" it seems like it would be DVC.
I think if they can, opening DVC resorts sooner rather than later, regardless of parks, would be best as it stops the flow of lost points And lost rooms.

Agree - DVC will book with or without parks - not sure you can say the same with cash rooms...and they know the sooner the villas open - the better they can plan on how to handle all this COVID Stray points
Disney Springs will probably open first. Then some of the Disney resorts with all the DVC resorts will open next. I think they will have to open all the DVC resorts as soon as they are allowed to open. Last to open will be the parks.
I believe DVC would open first along with Disney Springs. Then shortly after that a single park, probably MK with a limited amount of hotels, maybe one or two in each category. They could limit park entry to those staying onsite. As they see how social distancing is going they can open another hotel. It will take time to rehire and retrain new cast members for the other parks which makes for a gradual increase of parks and openings.
I’m thinking DVC resorts and parts of Disney Springs will open first. Then maybe Animal Kingdom and parts of MK to onsite guests only. Then some non-convention hotels. Then, if all goes well, HS, Epcot, and remaining hotels.
I guess it makes sense that DVC will open first, but WDW or some other attractions need to open in the same time frame to give people somewhere to go and things to do.
