What can I post?

I'm sorry if I'm not in the right area but I can't seem to find any guidelines on what I can post or not post. What I'm wondering about is ... in a post or new thread I plan on doing ... can I put URLs to outside links? Are their restrictions on what URLs or outside links I can post? Thank you very much for your help
