IYHO, what are the most popular restaurants at DL and DCA (including the hotels but NOT including DTD)? I'm looking for sit-down types, not counter service, please. THANKS

I will also agree 100% but add that I also like Cafe Orleans. For Quick Service we love Pacific Wharf Cafe in DCA too!

IMO-
Blue Bayou has great food and incredible atmosphere
Tratoria at DCA has really good food with good prices for what you get and where you're at.
For character meals, definately Goofy's Kitchen for dinner. They take AAA for a discount! Character interaction is the best, the price isn't bad AND they serve cocktails! (a neccesity for DH after a long day of lines!) The prie rib is out of this world!
