what are power park passes

i am going to disney in oct.. i have not been to universal since the new park opened..

i am reading about this power park pass.. could someone tell me what it is and how to get it...

i have four adults and two children going down for 10 days at disney in oct.. i assume we will be at disney on five - seven of those days.. would like to spend the rest at universal..

any info appreciated>>
