What age does the resort consider someone an adult?

What is the age that universal resorts considers someone an adult? I think $25 for extra adults is crazy when you are already paying almost $200 for the room.
 
Our son turned 18 this past Nov. and RPR is still counting him as a child for reservation purposes. I was relieved because having to pay $25 extra for him when we are only having 4 of us in a room anyway would've been disappointing.
 
I just called yesterday for our stay at RPR in December. We also have an 18 year old, so when she asked "how many adults?" I asked her at what age are they considered adults. She said "19".
