Hello, I know it used to be 9 or under. However, I thought I read recently that this changed. But now I cannot find any further information. Maybe it just changed for Disney World?

It appears to be all ages of both children and adults, based not only on what a CM told me but on the fact that there are adults dressed up all the time now. It's weird...

You could call Guest Services and ask.

I thought the exception for adults was during Halloween Parties.

"Q. What is the best way to dress for a day at the parks?

A. The parks are a casual, family-oriented environment. We suggest you dress comfortably, wear good walking shoes and check the local weather report before you leave for the parks. Ensuring that the parks are family friendly is an important part of the Disney experience. In that spirit, we ask you to use your discretion and common sense. Attire that is not appropriate for the theme parks (and which may result in refusal of admittance or ejection) includes but is not limited to:

- Adult costumes or clothing that can be viewed as representative of an actual Disney character (unless you are dressing up for a particular event that allows costumes)
- Masks (unless you are dressing up for a particular event that allows masks)
- Clothing with objectionable material, including obscene language or graphics
- Excessively torn clothing Clothing which, by nature, exposes excessive portions of the skin that may be viewed as inappropriate for a family environment
- Tattoos that could be considered objectionable, such as with obscene language or graphics

A Guest is allowed into the parks if her or his hair (or make-up, if applicable) has been made to resemble a Disney Princess or character (for example, a child after a Bibbidi Bobbidi Boutique makeover) provided the Guest is not also wearing a costume or clothed to look like the character."

I saw more than one adult fully dressed in costume on our January trip. It seemed odd to me, but maybe they're relaxing the rules?

I do think they are much more relaxed now. As long as you aren't posing as the character, signing autographs, getting photos done, etc, they generally turn a blind eye to it

We did see a couple being turned away at bag check for being in full (really good) costumes. They were arguing loudly with security, but security wasn't budging. She was Sally, complete with hair and makeup, and he was Jack, complete with a paper mache Zero. Really wonderful costumes, but no entry allowed, even into the esplanade. The woman kept shouting that someone from Guest Services had told her that it would be fine for them to enter the parks dressed up, but security wasn't buying any of it. So there are still some rules in place. I think there is a difference between Disneybounding, cosplaying, and wearing a full costume. Disney is clearly trying to work with all these options. Also, I've seen some adults in costumes, but it was clear that the guest was mentally challenged. So Disney will make exceptions on a case by case basis.

Recently I have seen many full on costumes, not just an elaborate disneybound, and these are fully normal, functional, appropriate adults during a non themed, no event day.

I have seen this as well. Makes me think my ten year old could wear a princess dress in the park without any issues...

You should have no problem with your 10 year old. My DD10 wore a tinker bell costume several times this year. She is a very young looking 10 year old and she is also on the young side for maturity. We had no problems. Cast members even interacted great with her. It was so fun for her.
