What age can an infant ride in a city mini GT?

How young is too young/ how small is too small? Is this stroller ok for babies that can't sit up yet? The rental site says birth up but I'm unsure about that. Has anyone put a younger infant in a city mini double GT with an older sibling?

been years as baby is almost 6 years old now. I can not remember brand but she was 4 months when she rode in double with big sister without infant seat

I just bought a used city mini double over the weekend because after research it is one of the few strollers that says its ok for a baby that isn't yet sitting up. The seats lie almost flat so apparently that is the deciding factor. I have to clean it up a bit before using, but the person I bought it from also used it in Disney with a young baby.

If it lies flat (or almost flat), it'll work for kiddos that can't sit up. After my click and go clips were recalled on my Bob stroller, I used it in lay flat mode for the couple weeks until she was sitting up. (Now as to whether a kid will be ok in lay flat mode is another story, i think lay flat is what got my daughter to start sitting up, she hated being that flat )
