Do you have to be a florida resident to use the Wendy's ticket offer on annual passes?

I'm not aware of a Wendy's offer. Burger King usually has a 2 yr for the price of 1 in the late spring. You not not have to be a FL resident to use it.

This is the only Wendy's offer I have seen lately involving the Power Pass. It is for residents of Florida and Georgia only and ID is needed.

2-Park Power Pass regularly priced ($119.95 plus tax) with a specially marked Wendy’s bag or trayliner and valid Florida/Georgia ID.

Offer valid through April 9, must be redeemed by April 9.

The Power Pass offers admission to both USF and IOA for one year with blackout dates (blackout dates are as follows: March 21-25; March 26 (9:00 AM – 5:00 PM); June 25-26, July 2-3, 9-10, 16-17, 23-24, 30-31; August 6-7; December 23, 2005 through January 1, 2006.
