Weird question... when using someone else's FP+

... must that person be in the park? Ie: must the MB have been scanned at park entry?

For example, if my sister stays at the hotel for the day, is it possible for me to take her MB into the park, to use her FP+, without her having entered the park (or scanned her MB) that day?

Short answer is no, just like you couldn't do it with paper tickets, you can't do it with the MBs.
