weird monitor settings problem

Yesterday my monitor images looked funny. The colors were off and the resolution wasn't right. I found out that for some reason my pixels and colors range had changed to something wrong. I fixed it but right after it began doing something else weird. When I scroll the mouse I get a floaty kind of look. I don't know how else to describe it. Like the image is sort of wavy while I am scrolling. The computer is running fine but while I am scrolling, I have a laser mouse) this floating slows things down.
A couple of days ago I accidently unplugged my mouse but don't have a copy of windows, could this have something to do with it. Also, awhile ago I had a ghost program on my pc. It has been awhile, but this might resemble that.
Anybody have an idea.
 
Does it look like a trail is following your mouse around? Or is it not the same look? There is a setting within the mouse properties that allows for a "trail" to follow around. It does slow things down when you have that setting. Otherwise all I can think of is that your graphics card is not running right anymore or maybe you need more memory.
