I'm curious what it is about this commercial that they're so freaked out about.
I've gotten thermal paper receipts wet before. It might get somewhat wrinkled but I've never seen anything go bad as result of getting wet - even with soda spilled. I have seen some receipts placed on my dashboard that started fading after weeks there, but even those were readable. I'm pretty sure that what lotteries use is even more stable than common receipts.
I got an old ticket (verified as not winning anything) and got it wet. The front has some sort of polymer coating (probably contains the thermal sensitive compound) and the water didn't soak through. The back did soak in water. But I shook off the water and in 10 minutes it was slightly wrinkled but still perfectly readable. I don't believe it would look like this, which someone claimed was a $63 million jackpot winner:
